
Meet Councilman Hector Sosa
Rooted in Downey, Dedicated to Service
Born in Los Angeles to immigrant parents from Mexico and Peru who came to the U.S. in search of the American Dream, Hector moved to Downey during middle school and has proudly called this city home for nearly four decades. A product of the Downey Unified School District, Hector attended Warren High School, where he met his high school sweetheart, Daisy. Today, Hector and Daisy have been married for over two decades and are raising their two sons, Lucas and Joshua, right here in Downey.
Hector earned his Bachelor’s degree in Business Administration with an emphasis in Finance and a minor in Economics from California State University, Los Angeles. Professionally, he serves local clients as a Financial Services Professional with New York Life, working daily to help families protect their financial futures and secure peace of mind.
A Lifetime of Volunteer Leadership
Hector believes that volunteering is an obligation and a moral responsibility to pay forward the opportunities this city provided his family. For nearly 20 years, he has actively served the local community as a coach and board member for both West Downey Little League (WDLL) and the Downey Junior Athletic Association (DJAA). He is also a former President of Gangs Out Of Downey (GOOD) and past President-Elect for the Downey Los Amigos Kiwanis.
Proven Leadership on the City Council
Elected to representing District 2 in 2022, Hector has served as both Mayor and Councilmember. Known for his steady, soft-spoken, and problem-solving approach, he stepped up to restore administrative stability to City Hall during a critical period. Staff and community members alike noted his tenure was "one of the most active and engaged in recent history".
Through his leadership on regional and city committees—including SELACO Workforce Development, the Veterans and Downtown Downey subcommittees, the LA County Services Commission, Independent Cities Association, and the DFEO Board—Hector remains a dedicated, hands-on advocate for local families and businesses.

Fiscal Responsibility & Governance: As Chair of the Budget Subcommittee, Hector helped deliver Downey’s 14th consecutive balanced budget without sacrificing essential services. He consistently stands up for taxpayers—voting against City Council pay increases and opposing the extension of term limits.

Public Safety & Community Health: Fully committed to supporting police officers and firefighters, Hector works closely with law enforcement to address crime rates and lower citywide speeding. He spearheaded Downey's first Men’s Mental Health Awareness Fair and initiated the city's first Non-Profit Summit to connect vulnerable families with vital support resources.

Small Business & Economic Growth: To cut red tape for local businesses, Hector spearheaded a Conditional Use Permit (CUP) tiered fee structure. He actively supports family-friendly commercial districts, diverse dining options, and cultural initiatives—bringing performance groups like the LA Philharmonic to Downey while championing the Downey Symphony and Arts Coalition.

Youth, Parks & Education Partnerships: Building on his decades in youth sports, Hector works to ensure fair and equitable field access for local sports programs. He continues to strengthen strategic partnerships with the Downey Unified School District to create maximum opportunities for local youth.

Compassionate Homelessness Solutions: Hector advocates for effective, compassionate solutions to assist unhoused individuals while keeping public spaces safe and clean for every resident.
