Meet Councilman Hector Sosa
Hector was born in Los Angeles to immigrant parents from Mexico and Peru. When his family moved to Downey, Hector was in the middle of the 7th grade and has called Downey home since then. He has been a resident of District 2 for 29 years.
Hector graduated from Warren High School, where he met his wife, Daisy. Today, they have been married for 28 years and are raising their two sons here in Downey. Hector went on to receive a Bachelor’s degree in Business Administration with an emphasis in Finance and a minor in Economics from Cal State University, Los Angeles, and currently serves many local clients as a Financial Services Professional with New York Life.
For over 15 years, Hector volunteered as both a coach and board member for West Downey Little League and DJAA. Building on his long record of community involvement, he was elected to the Downey City Council in 2022, where he continues to advocate for local families and businesses.

Public Safety
As former President of Gangs Out of Downey (GOOD) with 15 years of service in youth sports and Kiwanis, Hector was instrumental in bringing stability back to City Hall while prioritizing public safety. From installing new stop signs to ensuring our Police and Fire Departments have the resources they need, Hector will always fight for the safety and quality of life of Downey families.
Fiscal Responsibility
As previous Chair of the Budget Subcommittee, Hector helped the City deliver its 14th consecutive balanced budget, a major milestone. His deep financial acumen provides the necessary oversight to work closely with our professional staff. Hector will continue to prioritize fiscal transparency, fostering public trust in municipal expenditures while strategically building up city reserves.

Supporting Small Businesses
Committed to making City Hall more business-friendly, Hector has already secured Council approval for a tiered fee structure to cut red tape for small businesses. Proactive and accessible, he will continue lowering application fees, streamlining permits, and advocating for family-friendly establishments and diverse dining options that drive growth and innovation in Downey.
Community Outreach
Hector prioritizes strong partnerships with local schools, sports and STEAM programs to prepare youth for future success. Hector has championed community well-being and the arts—spearheading Downey’s first Men’s Mental Health Awareness Fair, initiating the inaugural Non-Profit Summit, bringing the LA Philharmonic to Downey, and supporting local arts organizations.
